What on earth is the EU Trusted List of Qualified Trust Service Providers—and why should we even care?
Secure e-signing starts with the EU trusted list

Trust is never automatic. It has to be earned first, and then reinforced again and again. This is true for people, and it’s just as true for the digital services we rely on every day at work.

Digital trust starts with trusted services

When we talk about electronic signing, we often focus on speed, user experience, and legal compliance.

But how can we be sure that a provider is reliable and fully compliant?

The answer lies in the eIDAS Regulation (Electronic Identification, Authentication and Trust Services) and one of its key mechanisms: the List of Trusted Lists (LOTL), which names all verified Qualified Trust Service Providers.

What exactly is the eIDAS trusted list?

The European Commission maintains a register of all Qualified Trust Service Providers across EU member states. Each country publishes its own list through a designated national authority, which guarantees that a provider complies with eIDAS standards.

BetrSign, an e-signing service by SETCCE, is officially listed on the Slovenian Trusted List.

Meeting the requirements

To be included in the Trusted List, a Trust Service Provider (TSP) must undergo a rigorous assessment process to prove compliance with strict legal, technical, and security requirements.

The provider must be audited by an accredited Conformity Assessment Body (CAB) according to defined standards. The accredited body issues a detailed report describing the provider’s level of compliance. This report is then submitted to the relevant supervisory authority.

Getting listed

The supervisory authority reviews the report and, if compliance is confirmed, grants the provider the status of Qualified Trust Service Provider (QTSP). This status makes the provider eligible for inclusion on the national Trusted List.

The European Commission then aggregates these national lists and publishes them at the EU level.

Once a provider is listed, that status is not permanent—regular reassessments are required to ensure ongoing compliance and to maintain a consistently high level of security and trust.

So, who should you trust?

When choosing an e-signing solution, check whether the provider is on the EU Trusted List.

If you find them there, go ahead— try their service for free or book a demo .
